MANUAL – I

The particular of its organization , functions and duties

ALIMCO OfficeArtificial Limbs Manufacturing Corporation of India (ALIMCO) is a non-profit making organization, working under the aegis of Govt. of India, under the ministry of Social Justice & Empowerment (http://www.socialjustice.nic.in).

It was incorporated in 1972 to take up manufacture and supply of artificial limb components and rehabilitation aids for the benefit of the physically handicapped and started production in 1976.

​​​​​​​Objectives:

The main objectives of the Corporation are –

  1. To maintain the status of largest manufacturer and supplier of rehabilitation aids in India.
  2. To maintain the status of largest ADIP implementing agency through camp activity, headquarters activity, ADIP – SSA activity, special camp activity and  limb fitting centres activity.
  3. To ensure all aids & appliances supplied under ADIP scheme must bear ISI – mark and must be durable, modern, sophisticated and scientifically manufactured.
  4. To enhance export of quality rehabilitation aids to help disabled persons abroad to achieve self-dependence.
  5. To carry out continuous research & development work to improve design of existing aids and develop new assistive aids at affordable prices.

Product Range:
The Corporation produces 355 different types of quality aids and appliances required by orthopaedically, visually & hearing handicapped persons. ALIMCO has been in the forefront in providing innovative and appropriate solutions to the problems facing the disabled.

The product range includes Orthotic and Prosthetic appliances for Upper & Lower Extremities, Spinal Braces, Cervical Collars, Traction Kits, Rehabilitation Aids like Wheel Chairs, Crutches and Tri Wheelers etc. The Corporation also provides special tools and equipments required for fitment of Orthotic & Prosthetic assemblies by the Limb Fitting Centres.
For visually handicapped, the corporation produces Braille Slate, Folding Cane and Braille Shorthand Machine.

Research & Development:
The Corporation is equipped with sophisticated machines and is backed by its own Research & Development. The design of products is constantly updated to maintain optimum efficiency level and to ensure high level of customer satisfaction. The products are manufactured under rigorous quality control so as to conform to international quality standard.

 

Achievements:
Within the country, the Corporation is the premier agency supplying appliances for orthopaedically handicapped. It has helped establish170 Limb Fitting Centres in various parts of the country to ensure proper fitting of aids and appliances. These Limb Fitting Centres provide necessary facilities for fitment of Orthotic and Prosthetic aids to the disabled people.

The Corporation conducts camps in association with various State Govts./Distt. authorities for fitting and distribution of aids and appliances in rural and semi urban areas of the country.

The Corporation also conducts camps under ADIP-SSA (Sarva Shiksha Abhiyan) Cost Sharing Scheme in association with various State implementing Societies for provision of aids & appliances to children with special Needs of 6-14 years age.

 

Market Network & Exports:
The Corporation markets its products within the country through its offices at Delhi, Kilkata, Bhubneshwar, Bangalore, Mumbai, Guwahati and with the help of an extensive dealer network to ensure availability near the important Limb Fitting Centres and customers.

The major buyers of ALIMCO products can be categorized as :

The Corporation has also exported its products to Afganistan, Sri Lanka, Bangladesh, Nepal, UAE, Jordan, Iraq, Angola, Combodia, Uzbekistan etc. and the same have been well accepted in all these countries.

  • To put up Quarterly Internal Audit Report with his observations for perusal of CMD along with suggested corrective/remedial measures to overcome shortcomings observed in the functioning.
  • To disseminate the observations of the report along with suggested corrective measures for compliance to the concerned departments after seeking approval of CMD.
  • To prepare and put up Quarterly Internal Audit Report along with compliance Report to CMD.
  • To periodically review the adequacy and efficiency of internal audit system in consultation with CMD and to report necessary amendments/improvements to strengthen the exiting internal audit system.
     

HOD ( APOC )

  • He will be responsible for efficient functioning and proper upkeep of ALIMCO MI Room, ALIMCO Prosthetic & Orthotic Centre ( APOC ) including first Aid, Dispensary and Ambulance Facility and also provide medical cover to ALIMCO employees.
  • To attend emergent cases arising industrial accidents, injuries and medical emergencies of Corporation’s Personnel.
  • To carry out time-to-time medical check-ups of the employees of the Corporation.
  • To attend camps conducted by ALIMCO at APOC and ensure proper distribution of Aids & Appliances to the beneficiaries.
  • To provide consultation to the employees of the Corporation in connection with their sickness.
  • He shall plan for upgrading medical facilities in ALIMCO.

Note on the decision making process of ALIMCO

The Corporation follows two-way channel of decision-making process supervision and accountability. These two-ways can be classified as under :

(a) Line function of decision making : Under this decision making process the head of the department makes assessment, evaluation and visualizes the problem which requires any decision making. After analysis of the situation the head of the department prepares a proposal along with its recommendations and forwards it to the competent authority directly or through its General Managers, as the case may be. Based on the perusal of the proposal and the recommendations the competent authority takes the decision which is made applicable in the Corporation on uniform basis. Apart from above the executives working at various levels viz. Managers, Sr. Managers have also been delegated authorities through which they can arrive at a decision based on the proposal and recommendations made to them from lower level executives.

(b) Staff Function of decision making : The Corporation has also adopted the system of decision making through formation of standing committees working throughout the year. These standing committees are as under :

(iii) Plant Level Committee,
(iv) Shop Level Committees

Apart from above standing committees, on the basis of specific requirement Corporation adopts the practice of arriving at a decision through committees framed for specific purposes. Departmental Promotion Committee, Bus Committee, Canteen Committee, Township Committee are example of these specific committees. In this process, proposal and recommendations are put up by these committees and decision is taken by the appropriate authority.

·      ADIP-Sarva Shiksha Abhiyaan Scheme: The main objective of the Scheme is to assist for school going Children with Special Needs in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances to promote physical, social, Physiological rehabilitation.

Rashtriya Vayoshri Yojana (RVY): The objective of the scheme is to provide free of costs  Aid & Assisted Living Devices like Mobility Aids, Hearing Aids, Visual Aids etc. to Senior Citizens (age 60 years and above) from BPL (Below Poverty Line)  category.

·         Phase I- Assessment camps are conducted to identify the eligible beneficiaries as per schemes for providing  Aids & Assistive Appliances.

Phase II- Distribution of assessed /identified Aids & Assistive Appliances to the beneficiaries in a camp mode

It is being delegated by the respective Head of Department (HoDs) time to time under whom such employees are working based on the target assigned to them by the Head of Corporation to meet the Corporation’s need. Work assigned are also made part of KPI assigned to each officer of Corporation by its Controlling Officer.

Process of Decision making identify the key decision points:

Chairman and Managing Director (CMD) of the Corporation holds Meetings time to time with the all concerned Senior Executives (GMs and HoDs) discussing the matters pertaining to respective departments and which require Corporation level decision making, after taking views & inputs from the senior executives attending the meeting, decisions are being made and the same are documented as a minute proceeding and then based on the target dates allocated for each decisions for implementation, the review meetings are being hold time to time  by the CMD to know the status-vis-à-vis progress of the decisions made in the previous meetings. All other decision makings like policy forming nature or major decision which may impacts all or any of the stakeholders and which are beyond the power of delegation of CMD of the Corporation, such matters are brought before the Board of Directors(BoD) and after reaching in consensus of the Board, such decisions are being taken for implementation in the interest of Corporation.

However, the routine decision makings are being done by the respective HoDs at the department level by exercising their delegation of powers conferred to them by the Corporation.

Final Decision Making Authority:

Chairman and Managing Director (CMD) of the Corporation is the Final Decision Making Authority as he is also the Chairman of the Board of Directors (BoD) which is a supreme Authority of the Corporation.

Time limit for taking decision depends on nature of matter whether it is policy making nature or major or minor nature or urgent nature etc. hence time limit for taking decision varies on case to case basis.
